When it filters down to the less than reliable business entities, any pretext is grounds to make a payment adjustment. My experience has been that these back charges are often used to cover other inefficiencies in the HSP organization.
The quote I got..."...call Directv for any reason..."This was from a DirectSatUSA subcontractor. When I objected to this and being unpaid I was told by a Directv contractor relations rep.."Directv does not involve itself in the actions of subcontractors.."

So I sued the subcontractor and the judge agreed with me.

While this was a few years ago I feel it has not changed everywhere.
