Note how several words refering to God are not capitalized? That is because that is how this text appears in the KJV. So capitalizing, or not capitalizing, is probably not an issue, just more legalism of works instead of focusing on the real issue at hand, and that is the need for a Savior. The need to be born again, as John 3:3 states, and turning to Jesus for salvation.
