It is worse than that!

A specification = a technical requirement included in a contract for both parties to acknowledge and agree to follow.

The contractor submits a bid to produce a specific result for a specific price at an agreed upon schedule.

When you get..."all materials shall be purchased from our approved supplier list"...and..."the contractor will present himself to do what we say, when we say it for only what we will  pay." It is then that you have an employee / employer relationship.

Employees do not care what kind of materials are used or how much they cost because the employer pays for that stuff.
Contractors and their subs are free to chase the most effective means of meeting the specification.
