Yep looks like a bad shoe on a bender to me also. With the position of the dent it probably wont cause reflections. it may change the impedance of the cable bit probable not enough to notice. My concern is the cable sheath under the plastic. is it cracked? and if it is not now it soon will be in the weather then you will have cli and watter issues. I would at least cut back before the bend and replace the cable through the loop to your LE. if you don't want the splice then replace the span. I also agree with speed lasher check the rest of your loops I bet you find more...
