I worked in a Media General system and they would just shut the whole system down when the FCC was doing a fly over and tell the customers that it was a system wide outage.
It leaked so bad you could listen to HBO Movies on your truck radio, set in your house and listen to 2 way police & fire.

Their splicing stock consisted of 10 cases 3" aluminum foil tape,, .500, .750 pin connectors, splice blocks, pin to f and a lot of rg6 & rg11
the SR.Tech showed everyone that didn't have a proper coring tool how to use a pin connector and a torch to core the cable

in the underground there was so much 6 & 11 strung across the ground, that it looked like backstage at a rock festival
some of the homeowners said that it has been like that for years.
