Because, as is always the case, there are people willing to work for those rates...We have people underbidding us on pole line engineering work in PA (literally in our back yard) by 10-15 cents, and they are coming out of Georgia.
We'll get it eventually when they realize the quality is not up to standards. In the mean time we are sitting with nothing to do...
