There is a difference in "heavy QC" and aggressive QC. Aggressive is a method of recovering $$ from the Prime/Tech. Aggressive is sometimes in the eye of the beholder but it always has a few common characteristics. Uneven application of the rules, constantly changing the pass/fail rules, no clear paper trail of the infraction so that the tech can learn and the #1 sign is a complete chargeback for minor infractions instead of a scale based on the severity of the offence or how often the offence is repeated. Some MSO's even chargeback more than the job originally paid.
