Unsure of a law but...if a utility locate does discover an underground utility it is hand digging that is suggested for work in the area. Hand digging is what they do. If a wise tech is putting in a pole near a NID there is a good reason for using a screw driver to start the hole.

MISS UTILITY for a sat line....doubtful.
