Should check with your local codes/regulations, each state/city/county is different. There isn't a 'law' that I am aware of, but there could be a ordinance or city code/regulation. Most poles are only about 2-3 feet deep, and the cable just needs to be 3" under the ground.
Never argue with idiots, they'll drag you down to their level and beat you with experience
