If there is a pattern in your spikes and you do the math you can isolate the freq. getting in, and go from there ( sounds like your dealing with a harmonic). Try disconnecting and term. legs one at a time and see if you still have prob. ( or have you already isolated it to the node)?   What type of buisness's are in the building?  http://en.wikipedia.org/wiki/Harmonic
