Common issue.  Some of the older units need to be flashed.  VOIP does not like quick bursty crap.

  Also put  a butt set on and listen to the call out. You may need to slow down the dialout string.  Place  a comma before the dial-out.  With FTTH systems it takes a little longer to draw dial tone and these untis like to go off hook and just spill digits.

  We see the same issue with gas stations and credi card readers.
