Picture formats changing?

I ran across a really strange problem a couple of weeks ago. On random channels the picture has a blank space at the top & bottom of the picture, like its not the right format. This is affecting both analog & digital tvs. I have seen it in 4 different headends in missouri, and even on dish network. It seems to come & go as you scan through channels, it is there on certain channels, when you come back through, it's gone. I noticed it on espn, cartoon, headline news, speed, game show net, and many others. Anybody else seen this, or know what it is?
