That is a big issue.
The United States has massive prisons with many thousand inmates. Most of the these are coming out some day with or without good behavior or parole. As you rightly stated, the records are there and situations like this one will serve to tighten things even more. So who do you hire? Lack of a record could mean very good crook.
Can people change and improve themselves? How do you test that and predict future behavior?
Big issue!
