My stepfather in-law built a doghouse with a small space heater/fan for his hunting dog a few years back. He has a hard time getting the dog out of the house in cold weather, about the only thing she'll come out for is a duck call and food. Another option could be a water filter to make it act as a swamp cooler. It's a good idea, your kid could probably sell a large house, painted and ready to plug in for around $200 ea. through a sporting goods store, Vet or a feed store.
