I was a supervisor and started in this business back in 1965 with Jerrold Electronics Construction Division- the ones that started all this. Every company that was in this trade paid hourly wages plus travel allowance. Then around 1974 came along Burnip and Sims (Georgia) who started paying unit rates, within a couple years EVERY contractor paid on a unit scale. But it was a fair unit rate and eliminated most of the lazy guys. Then around 80's it went to subbing out to small contractors (a sub from a sub). It has not changed since. With the Gov crack down on primes, My predictions are that eventually it will go back to prime contractors paying all hourly wages with per diem allowance. Just like cable MSO use to charge flat monthly service rate and telephone charged as used. Now telephone want to charge flat rate and MSO are going to "AS USED" monthly rates.
In the End...Comcast-Warner-Cox will sell out. Those that own the poles will own the services, be it electrical or telephone company ownership.
