The problem here, in which you fail to mention is that the job has to be completed to the customers specs (DTV)for the tech to be entitled to be paid. Penalties are legal for non proformance of contractual obligations. In short, if you complete the job right you wouldn't have to worry about chargebacks.
I have been a DTV tech for 8 years and have been subject to chargebacks but they were a result of my decision to cut corners.
