Contractor License Question


I've been contracting in Oregon for the last 8 months. I followed all the rules, took the classe's, got my Contractors License, got all the insurance and bonds. But, if I want to work in another state, the Contractors Boards are saying that I will need to start from scratch. Every state wants me to pass there tests and wait 4 to 6 months to start work. I don't mind following the rules are even breaking the rules. I just want to be able to play. How do you go to work for the Primes or Mains if your not licensed in that state yet? Will they put you to work with the contingency that you will get it? Are is there a way around this with out breaking the rules?
