Been to both of those shit holes back in the day....Philly is one tough place..NE Philly had one decent part..Kensington I believe it is called. The rest of it required a weapon at all times. Saw a dude get wasted right in front of a store in Center City one day.. and people just kept walking by like it was a everyday thing. I couldn't imagine what that jit-bag place is like now.
