 What they probably meant was a liscensed utility manager or foreman,this is become more and more prevaliant. It doesnt matter if you been doing it 35 yrs you gotta be liscensed and that cost money plus knowledge,I know I'm going thru the motions,you gotta be liscensed to bid on the stimulus jobs and you gotta pay union wages.
