I would say he got his info out of the DirecTV published SPIG updated as of 6-10 and quoted as is.
Addendum B: KA / KU High Definition Installs (Non SWiM)
1) A BBC “B band converter” must be installed to the “SAT IN” with all H20 and H21 IRDs, and two BBCs must
be installed to both “SAT IN” connections on the HR20, HR21 and HR22 unless a SWiM or Broadband tuner
receiver (H23 or HR23) is used.
2) All KA/KU ODUs must be peaked and aligned according to DIRECTV, Inc. and manufacturers’
recommendations, including fine tuning both Azimuth and Elevation Settings.
3) A Ground Pole Mount is considered standard on all KA/KU ODUs
4) Two monopole support arms must be installed on all KA/KU ODUs unless a DIRECTV-approved pole, rail, or
S mount is used.
5) A KA/KU ODU is required on ALL HD installs or upgrades.
6) A wideband 6X8 multi-switch is to be used on all KA/KU installs requiring more than 4 lines or includes
WorldDirect unless a SWiM LNB is used.
7) An MPEG 4 compatible (R22, H20, H21, H23, H24, HR20, HR21, HR22, HR23 or HR24) receiver is required
on all KA/KU HD installs.
Now if your FOM told you otherwise get what you can but just know that he is telling you wrong and they are SUPPOSED to be free even if the customer request the work.
