school for contractors?  where are they now......?   first you should talk about compensation for the work tech will do, try minimun wage 12 hours a day with no overtime wage  "allowed" because loophole,  .   all the people you mention  ( EMT, waste water operator, DOT trucks drivers) they are truly hourly employees. I still dont understand  a contract employee piece rate       I think it  will better idea to have a  schools for flipping burgers
