To say it another way....what if they don't pay their subcontractors? The subcontractors do not have employees they have other contractors. The money is sliced up and getting smaller as it works down. When the money stops rolling down hill it is the guy with the tools who has to sue and only the next level up. It could take a year or more to get to court. By then the damage is done. Even on the day of trial they can write a check if that should every become necessary.
