I believe i got this resolved. Here what it looked like. I decided to go to the basics and disregard any of the other techs findings. I put a TDR on the outlet with an open at the ground block. I saw a fault at 2.5 ft from the wall plate. Now this was supposed to be a straight shot , so i figure its just under the floor. Well guess what finished basement. I thought let me check this tv on the other side of the wall and yep cable was off dang two way splitter in the wall plate feeding her room with the Internet. What do you know pull it off had radio shack splitter with twist on connectors put on by a 5 year old. Also this was a phone/cable wall plate with an active phone line press up against the splitter. Go figure repaired all that and have not seen any issues so far.
