Chinese selling programming?

Anyone heard of this? Chinese company selling digital programming  to small cable companies. Pipe it in over the internet and then put it out on the system.  The allegedly are doing it all over Europe. Call it EOC: Ethernet on Cable. WTF. How the hell can they do this? How can they buy programming cheaper than we can?
