Sound like your suit is against the State Dept. of Transportation for not having the proper signage in place and against the reporting police agency for not giving the officer the training necessary to properly ascess an accident scene. Take pictures, document everything, find out the exact height of the sun in the sky ect. Then talk to a lawyer.
