Um, not trying to sound rude, but you can't become O&O with DTV, O&O is DirecTV Home services, you can try to get a contract with O&O, but most of the time they have a small amount of Primes, old HSP partners, these are the people you would get a contract with more than likely. Depending on what area you are looking at.
