You missed it.

General Lee surrendered. Mr. Davis was arrested. The war ended.

Since then money has been flowing into and out of Washington, D.C. The Davis Bacon Act was a way of giving a bone to the proud but fallen folks that couldn't buy their way into a union.Without this kind of law there would be a thousand year backlog of everything while unions got around to doing any work.

Don't push the southern anti union thing. I look at wages paid to farm workers, agricultural operators and fishery deck hands and am embarrassed to eat southern produce.
