   The key word here is Lineman, most Lineman don't know where the splicer is going to splice the tap. In my 35 yrs as a lineman & a splicer I would say the splicer would put the input loop in when he makes his cut. When I worked in a system where I was splicing cable that I ran I knew where I was going to place a piece equipment. Unless you are given a set of specs with the proper measurments the splicer may have to move that input loop if to close. Yes it is up to the lineman to put both loops on all nocuts.
