Just kidding Cablepro26, but in all seriousness, I've seen this similar grievance here on the CableBar in the past, the background checks are required by the MSO as part of the contract they have with the sales companies.  Whether it's right or wrong is another subject, but keep in mind that it's not the contractor who is turning you down.  A contractor wants nothing more than another rep on his roster (honest and hardworking, of course) and they have no incentive to turn people down. 

To address your original gripe, taking three weeks to process a rep through the system, seems like there might be some operational challenges there, and that should have raised a flag with you.  Please learn from this experience, be honest with the hiring employer, because you will save both yourself, and the contractor time, and also their money, since they have to pay for the background check.  Additionally being upfront with them will be to your advantage because they might know what is acceptable and what is not on a background check.
