Depends on where you are located in relation to their office. If you've applied for a job, but they are far away, it might be in your best interest to fax the docs. But you should have authorized them to run the background check by filling out an application and signing the Authorization form. If they didn't have you do all that, I wouldn't bother faxing anything.
As an employer, I can tell you that I would prefer not to have a copy of IDs and SS cards, but it's becoming required in order to get work clearance thru many companies out there - Verizon, Charter, TW, and more.
