DTV Engineer told me the reason was there would be to many items inside the IRD to put everything in, if something went wrong, its easier to replace the external BBC then to send the whole IRD back, a DECA can be added to a 24 series IRD, it will just disable the internal DECA, i guess they decided to go that route to lower future service issues  Makes sense to me
