ubr 7200 up stream problem

 Trouble shooting the up stream on a uBR 7200.(off a band diplexer) upstream's at 17 snr's at 36 down stream's at 8. i swicth 6 lines tried padding it  i can get up stream two 32 / 34 but snr goes right up with it or down goes 14 i'm wondering if anybody has any
