Do you know what happens when a bike going 120 hits another car? With your family in it? He is recklessly endangering others. It isn't just speeding. So it does matter. There are race tracks for that and that excessive speed is not "just speeding" it is reckless and equal to drunk driving as far as I am concerned. going 80 is "just speeding'. Not 120, that gets other people killed not just the kid.
