In Texas you can get a contract but all work is done through ACAS bid process (as they call it). You are offered jobs through out the region at a said price daily. If you agree to the pricing of the job it's yours. (Beware: low prices / high expectations). I'll see if I can find you some contact info, not sure who's still standing down there.
