Has some one started a non-profit orginization to buy a fence? If we all donated money or labour toward a section of steel fencing ( I've heard they run about $3000 for an 10" section installed ) it wouldn't take long to complete what is there. If the gov. won't let it be built on our land ( BLM or Nat. Park land ) then I would be willing to bet the ranchers that own land on the border would let it get built. And the ones that wouldn't cooperate then all of the traffic would be funneled through their property, it wouldn't take long before they came around.
