The Federal Reserve is not owned by anyone and is not a private profit making institution. It is an independent entity within the Government. It does have both public and private aspects. The Government does not own the Federal Reserve but it does receive all of the systems annual profits minus the 6% you mentioned. That goes to the banks. In 2009 the Federal Reserve transfered a record amount of $45 billion to the U.S. Treasury. You found it, there it is.
