From what I could get out of it they were jigging strand across a hwy, a truck blew the police detail, snagged the strand and cut the guy in half. And I was just trying to make a point about how they can help stop that from happening on a typical road crossing. I never even knew what a stand brake was for the first 3 years in cable because my boss was too cheap to buy one. Every job is different but from what I've read they were running a new line and transferring fiber from the old to new.
