It just sounds like they will be using the larger employee based primes to do the work.  Which puts the contractor out.  I don't know how this will help raise prices?  Sounds like it will lower them and force you go to inhouse to be covered under the primes license.  Honestly the way he made it sound they want some money from a tech to get a license with a clean background.  Lol nothing about a skills test or a journeyman program.  Appears the state just wants some money.  Good credit????  You talking about being bonded?  Sounds like you guys are getting the shaft by the state.  They gonna make you guys work for peanuts in the end.  Min wage with a bonus.  Get a license thats only requirement is you have to buy and your pay goes up?  Hmm never seen that before, it ranks up there with those degrees you buy.  No skills needed just a good credit score, clean background and a grand you can install again..  HAH politics.....  Hate to be a downer but best of luck with that situation.
