What you are looking at is a 19 tube polyurethane (honeycomb) cable. The 19 tubes are hollow.  This is supposed to be the next greatest thing because you can (blow) install upto 36 fiber per tube and remove the fibers  just as easy.  What your seeing is a splice, those are pressure connectors so that the cables continue through or you could drop a tube off in that hole, blah, blah, blah. www.futureflex.com/news_articles/pdf/articles/Installation.pdf  check it out
