Who came up with TARP not Obama

It is not widely known that Obama did not design the TARP program which bailed out banks and insurance companies.  It was Bush II and if you do not believe that google it.  Thats why Obama could not stop it, Bush had signed the deal so Obama had to honor it or risk the government being in breach of contract.  A poll was taken and it showed that only a third os the people polled knew that Bush designed TARP.
