I can't say for sure as to any 1099 work in cable around Charlotte. You may stand a better chance of doing voice/data cat5/6 work. Look on Craigslist for Charlotte and see wat you come up with. 75% os install work went inhouse withy TWC, 25% plus voluntary disco work went to the contractors.
As far as Charter goes, they're charge back happy but you can do a search on here for Hickory, NC or Greenville/Spartanburg, SC. Vozcomm does their non-pay work, good luck.
Given the choices available, I hung up my belt and parked my van when I moved here.
