No they can fine you even if you are the owner, OSHA laws apply to everyone. You can request a hearing and investigation however to plead your case and possibly get the fine reduced. As far as the OSHA guy not wearing a vest and hiking shoes, its your word against his. Did he have a video camera taking pics?
