Somebody has to pay for that mess. It looks like a deal where there is a concrete pad poured up to the structure.
To put the best spin on it....that orange cable is used by cable companies until an underground contractor can plow in the lines.
How about..."Sir, I will need two hundred dollars to hand dig under that slab and then place the exposed cable in conduit to the spot where the cable enters your home. I need you to accept this lack of any warranty for spiking cable clips to your brick wall.?"

Perhaps the customer said, "just leave it and I will gitter done."

It looks bad...need more story.
