They'll run their mouths, but if they start to act on the threats the populous as a whole will turn on them and the goverment won't be able to protect them. You're right, most religions are based on the golden rule or self enlightenment, it's the zealots of the groups that cause them all to get a bad reputation, the proverbial bad apples.
