i believe the fcc gives us a federal statute on easement rights, it basically says that approx 3 ft in either direction of a property line is the right of communications or utility. but it's best to look this up. i know if a homeowner tries to keep me out of their backyard and from accessing utilities i tell them to call the cops, of course they do, and the cops always quote federal easement rights to the owner.
