I think Network Engineering has or had the contract with Sams & Walmart, as well as a few other entities.  They are more of a brokerage that you put your name on the list for, and then they call you if there is a job within a 100mile radius.  Big outfits like the ones mentioned look to one company to essentially bring in local contract help to do their work.  They do this nationwide.  Is this what you are wanting to bid on??
