This is an old story (2007,2008) . It was thought of, and put to Congress by the Democratic party to get the hispanic vote ( thats why it was on CNN). It was shot down by the Republicans, and had nothing to do with Bush. The whole thing was a Democratic Congress's attempted to dangle a carrot in front of the Mexicans to get their vote. It may have worked
