Won't work...... I'm starting to see illegals collecting bottles and cans for the deposit $$$ When the media providers need installs done they'll just turn a blind eye while lowering prices even more as the border jumpers will be happy to have work where they can also scope out potential homes to break into and rob.
As long as somebody will work for less it will never change for the better.
