He said he swept it in Jan of '09. That is almost a year and a half ago. There are many factors that could cause such an issue. Head end work that changed configurations and bumped lite up on the transmitter, AGC's, temperature change (1db for every 10 degrees are what most charts show), trunk spacing replacement that went to a bigger cable, like from .750 to .860, techs improperly balancing or using wrong test point compensation, etc, etc, etc...
