I am no rocket scientist but it seems to me a pipe with expandable o-ring's on the end (say a row of them from the end to 3 feet back) slipped inside the broken pipe and the o-ring's expanded with air or some type of liquid to seal the inner pipe to the outer one should stop the leak and still allow the oil to be pumped to either a waiting barge or a pipeline to the shore but then again I am no rocket scientist.........................
